The clouds at the front aren't washed out despite it being a long exposure with a storm (I'm assuming there would be wind with the storm to move the clouds). Am I missing something, or could it be that the moment that the lightning flashed just illuminated a dark spot in the exposure, and it was the only light in that spot for the final picture so it remained crisp?

exif data isnt completely correct. its actually a merge of about 7 images. if i remember right f13 iso 400 , 10 sec exposures. about 400 in that particular afternoon/evening. the city illuminates alot by iteself gladly. and your right 30 sec exposures on storms just washes everything out. thankfully the clouds werent moving that fast that night. i was able to bring back alot of shadows post processing thanks to dynamic range. (only reason i shoot with nikon at the moment )

to add to this when merging i used the "merge lighter" option in ps. which ofc uses the bright areas when lightning goes off. (lots of lighting went off that night, sadly i miss some of it)

only moved here 6 months ago. so far only things i can find are opera house , bridge and night photography. i have heard though that some of the smaller bays just north of darling harbor hide some hidden treasures. mostly old boat houses , wooden boats for foreground and some nice rocks for water long exposures. havnt been there though due to camera being out of action 6 weeks.....slight swimming accident.

This is great. As usually with "a point of view unachievable to a normal person normally" themes, it works. The clear blue/yellow contrast works perfectly, if you stopped down your lens to get DOF on all elements of the lamppost, this would be printable wall poster material. This is pretty snapshitty but you could have made a better snapshit out of it.
I'd have moved the sign in the middle to align with the dark tiles, moved the sign in the foreground out of the frame, and tried to aim the camera a bit higher or step back to capture the arcs around the windows.
A tele would have been good for hiding the slight lack of symmetry (window on the left, no window on the right) since it is a common theme, but then again I don't know if there was any room for you to move back, or if you had the gear for that in the first place.

Focus is off. Control your ISO. You want ISO as low as possible without it being too dark. The higher the ISO the more noise (grain).
If you have an autofocus on it. Hold half way. *BEEP* Then snap. Or learn to control the focus.
When taking a picture of a moving subject such as that hot chick. You want to make sure your exposure isn't too long or you'll have blurry image.
Effects:
ISO = Noise but allows more light and less contrast
Aperature = Controls focus range of photo
Shutter Speed (Exposure Time) = How long the camera allows in light for the image.

By far the best of the bunch and actually not too bad of a photo anon. I'd suggest cropping in to remove alot of the empty space, especially on the right of the squirrel. Also try fixing that horrible chromatic aberration on the tree branches, and adding some contrast to give the image more pop. Overall though I like it.
