I think they did a pretty good job with the head. If you mean the roundness/size of the head then I don't know what to tell you other than that's the whole point of bobblehead figures. You have to be more specific.

While all the colours and most of the details seem to check out, the problem is that your photo used as a reference is not taken to look like life-like, but is a blueish darkened version or reality. The bobblehead on this picture and also when viewed through normal human perception viewed as a normal coloured object - but the problem is it has the colours of your gf's face on that photograph that is a colour-shifted version.
To fix this, you would either have to ask whoever was making the bobblehead to take into account that the photo you given to them has colours that are not life-like/normal or just use another photo that approximates reality better to get a more realistic bobblehead.

also the eyes are more separated. but mostly, the eyebrows are not like that, they are flatter, not arched, but almost pointy.
