Is image quality affected by your version of LR if you import photos as DNG? Will newer versions result in better image quality?

Strictly speaking no, but there have been 3 versions of the Lightroom rendering engine (ACR) and they've got progressively better, particularly regarding noise reduction and highlight/shadow recovery. Older versions will produce inferior results from the same DNG.
