Save up and get something like a 550D or a6000 depending on what features you want. Well worth saving up 300-400 then getting a crapping point and shoot.

Get an android smartphone with a good camera and the manual camera app. At this amount of money im not sure even this is enough
I got a Canon 550D with a kit lens and equipment for 230$ and a Fuji XE1 with spare batteries and an extra grip for 200$
