sorry i get really confused on how to work with aperture. ISO, shutter are all easy but i don't get aperture. just lets in more/less light and changes DoF, correct? what exactly is wrong with f9.5, is it just a weird number?

is usually normal "it doesn't matter" setting, you know, when you go around and just make photos without having to change your settings every fucking shot.

60D has an electronic level, as well.
Really though, don't rely on it or the bubble level... just your eyes. Sometimes the shot is better if it's off level by a couple of degrees, depending on certain things (like if you're not shooting directly parallel to a shoreline)

It looks noisy probably because you exposed for the sky and tried to bring out the shadow details in post. Old Canon cameras are unfortunately not the best for shadow recovery, but even then in a shot like this you'd probably want to have done multiple exposures with most cameras, it'd look cleaner that way.
