I can't do it ATM, but Luminosity Masks in Photoshop are the way to go, they give you the most control and allow percise adjustments to be made in certain parts of the image, or global. I'm in the US, and am not a professional but I do have a good deal of understanding in Photoshop and had 3 (now 5) years of experience with it before I picked up photography as a hobby.

also, OP, next time use a picture where actually is something to retouche (in case you meant it) or a pic which is sane to grade. dark pictures with lots of artifical light spots are neither good to show grading skills nor would there be anything to retouche.
