GT3 cars are not on par with GTE's. Only in some tracks like Monza the GT3 cars can catch with GTE cars but with the new GTE/GTLM regulations the gap has changed a bit
GT4 cars = pretty much road cars with some modifications
power ranking is GTE/GTLM/GT2 > GT3 >>> GT4

There's been a tuning menu for several versions that allows you to adjust vehicle alignment and induce oversteer.
The only time I've had a vehicle do what you describe is when I'd torn the front suspension to shreds on a jump.

the unpacked dirt is very viscous and will easily throw an unprepared driver off the road.
Do note the game at no point declared GAME OVER because I proceeded off the track, allowing me to watch and enjoy the car tumbling down the cliff, and never disrupted the immersion of the game.

The answer to your questions is yes.
Modding is excellent, although actually making a jbeam (basically the internal physics framework that supports the car model) for a car is quite tedious and difficult. You can take existing cars and modify them quite extensively through text files, similar to rFactor. You can even modify them as the game is running, simply reloading the car to check your work. If you don't like the way a particular car drives, you have the ability to change it completely if you desire.
There are timed rally stages in the Scenarios menu, and you can make your own, though that portion I've not messed with yet.
The FFB is not the best, it seems very weak and occasionally isn't even perceptible, but I can look past that seeing as how the game has been in very consistent active development and the devs are constantly refining the physics.

A little of both. The body is usually an imported model, and if you take a look at a lot of the Russian mod sites, you'll find a lot of Forza conversions with retarded physics because they took a model of say, a GT-R and combined it with the jbeam of the stock content Gavril Grand Marshall, which is essentially a Crown Vic. I'm sure you can see how that would make for a very poorly-handling car.
Most of the mods released on the official repository are of very high quality, though I really prefer the stock content as the deformation and handling are often better. You do get people who are making cars that they've never driven off of just the numbers, much like rF.
