Anything under 500CCs should be safe.
Usually 500-650CC two cylinder bikes are good choices for learners, but because your friends are a little on the - ahem - less tall side of the height median, they are better off on bikes more suited to their stature.
Ninja 250, CBR 250, etc should be all the bike they ever need.
Having the 5'2 guy ride a Ninja 500 and above is just dangerous really.
