You're supposed to turn the idle screw in to lower the idle. Screwing it out opens up the circuit more and causes the bike to run richer at idle and idle higher similar to how the idle speed picks up when you turn on the choke.
As for the revs lowering when you blip the throttle, it sounds like you've got it so rich that it's bogging down when you give it more fuel. You need to lower the idle mixture screw and if that's still not enough go down a size or two on your pilot jet.
Also look up the stock carb settings for your bike. You can find them online or in your manual. Reset everything to factory specs and start from there.
