The exhaust noise limit in South Australia is 90db. I assume if you horn was louder than that you'd get done for noise pollution. Just don't go fitting some ridiculous 110db+ horn and you shouldn't have to think about it.

Your main concern should be getting fined for improper horn use. They hit for that in SA more than volume.

Passenger jets run much quieter and if you ever have a military jet taking off at full afterburner right next to you, you have bigger problems than noise.

The pin falling one also sounds like bullshit unless they measured from a decent distance away, 15dB is so quiet your own breathing easily outpaces it.

Had 2x Fi BL 15" running on a 3500w sundown amp in my old pulsar, did 133.xdB with a window termlab even with SQ focused box.

Hearing isn't destroyed at all, it's highs that do that. Can still easily hear the extremely annoying electronic noises my TV makes when it's on.

Carb isn't really the problem.
2 strokes have a thing called a reed block which are similar to the inlet valves on a 4 stroke.
These are smaller on the original engine, than on the wrecker engine.
The manifold for the carb is also too small. Like they can't even bolt up to the engine at all
