I had thought I read somewhere earlier this year that the Norks had put off weapons testing in favor of satellite and missile test launches. I wonder what caused their policy reversal beyond it just being Dear Leader's whim.

You need a way to deliver the payload to the target, and even after NK did nuke tests everyone laughed at them because they had no effective way to deliver it.
