Arctic bases are actually really prone to outbreaks. If something comes in on a shipment, then it could spread across the base very easily. The close proximity is what makes it go nuts.
They can't leave because they'll freeze. They can't be too close or they'll catch the bug. Chances are there are probably a few healthy guys in a 'clean' room, separate from the base proper, while everyone else is in the makeshift sick ward. The extreme temperatures keep stuff out, but they also keep things in.
