Here's how this whole thing plays out fam,

1) NK provokes a armed conflict, both side take their losses. China warns US not to march to Pyong Yang (ain't no way China is having a US aligned NK on its border. China picks through the rubble of the the North and finds an acceptable puppet government, foreign aid floods in and NK is rebuilt as stable counter weight to SK and US in region.

2) China finally has enough of Kim, again finds a acceptable puppet government loyal to Bejing.
China pushes Kim over, stages "friendly intervention" at the request of the NK people.
Warns SK, US to stay out of NK internal affairs. Result, satellite regime of Bejing that acts as counter weight to SK/US.

Anyone that wants to undermine the progress of START and SALT is insane.
The long-term environmental damage and the immediate human cost are enormous, and world leaders should do everything in their power to dismantle as many warheads as possible, and stop the production of any new weapons in the future. Literally no one benefits from them being around, and the more of them that exist, the less safe every human being on the planet will be.

The problem is more the folk in the South who want to arm themselves in response: bringing more nuclear weapons into the world can only be a bad thing.
If we were using them as spacecraft propulsion or as part of an asteroid deflection program, you could probably make a case for having a small centralised stockpile by a community of nations, but keeping them around in any kind of military capacity is retarded.

but there's no real point. why spend millions to build a bomb when there's a nuclear submarine loaded with missiles just off the coast.

The only strategic option a nuke would give Korea would be the nuclear first strike capabilities in renewed hostilities. And that would be suicide on the world stage.
