It's doubtful because their most recent nuclear testing was a shitty explosion for a nuclear weapon. When it set off the Richter scale they measured just above the level of a dirty bomb.
So overall this is doubtful, but maybe when he's announcing this, he's actually saying that they've began test and research into it.
It's not likely, but it is possible with how horribly they NK government mismanages their starving people. Also, if they happened to find a good foreign benefactor this would be much easier. Russia stands to gain a lot from destabilizing the area around NK and is devious enough to do it.
