What I gather is that the teen was a whore who would use anonymous messaging apps to meet up with random strange men. She became 'suicidal' when her mom took her phone away. I mean, good on the officer for saving a life (assuming she actually intended to jump and wasn't just drama whoring), but I get the sense it wasn't really a life worth saving.
