why does it need to be off? If so I bet you could wrap a towel and use a visegrip to wrench it off. Not sure how to rescrew it back on so probably a one time deal if u don't have the proper tooling

OP a pin spanner or snap ring pliers are what you need. If you're at home, sometimes you can improvise a pair of tweezers, or if the locking isn't very tight, a pair of small allen wrenches (put each in a hole, turn as a pair) can work.

Changing cartridge bearings is waaayyyy easier than fucking with cups and cones. You can change cartridge bearings with a rock and stick if you really had to.
