That's the answer is because one band became famous in the media and became much more popular surely quite an obvious answer.
Of course we all know they weren't the first but that's not the question, the question is why are they "considered" to be the first? Considered by who? Mainstream typical opinion. You know why? Because most normal people have heard of the Sex Pistols and not of the Damned.
Who really cares who started the punk scene in the UK? The only important thing is that The Clash were the best at it.

The Stranglers had been proto-punk for several years before 1977. Punk didn't start at any particular moment it was a slow development from glam and hard rock. Never Mind The Bollocks was just when it became mainstream and undeniably punk.
