it's not like there is some official scale for people to deviate from. ratings mean what they mean because of how they are used and interpreted. if people commonly rate an album a 7 and pair that rating with reviews saying the album is medicore, then guess what? 7 must mean "mediocre." especially if there is wide convergence (if 7 is almost always paired with a lukewarm review)
