if you dont have a DAC you dont have music, speakers can not play a digital audio file they must be converted first. digital music is a long chain of 5 volt pulses, these are the 1s and 0s the dac reads this chain and assmbles the analog signal from the data which it then sends to an op amp or a discreet amp if you pay more, which then amplifies the signal to a listenable level and sends it to the speakers.

that is an audio interface for a mic, you can use it for basically the same function but its more for recording purposes and likely skimps on its headphone amplification section in favor of its ghost power section for the mic that would be hooked up to it.
$200 will get you pic related which will totally eliminate any mobo related sound issues you may be having and provide good power headroom for all but the highest of impedance headphones. like the hifiman HE-6

mp3 player fine, but on a phone even with shitty earbuds you can hear the electromagnetic interference, plug in your headphones and play some music, during a quiet passage open your pictures, you will literally hear the processor loading the image. lower impedance headphones like earbuds are the most sensitive to this issue.

I have a 200 dollar M-Audio Profire 610 and it works well for me. The interface functions as an external soundcard. If you have a moderately priced one, 100$-up, just use that instead of buying a DAC.

I think preamp is for speakers. OP's pic is a DAC. It converts the digital signal into an analog one that your headphones/speakers can interpret. Every music player has one, but they can vary in quality and features
