I think so, I live in a shithole but plenty of places are still converting vhs tapes to dvds, I'm sure there are even cheaper ways, like you could link your monitor to the vhs player and record everything that goes on screen or some shit like that

There used to be a rip of The Rhythmatist on youtube, but it appears it's gone now. It was only released on VHS/Laserdisc (the LD in japan only.) It's a goofy low-budget film, but the soundtrack album is good.
