Not true. Damon and Jamie resented each other after phase 3 finished and only more recently (2013) became friends again. Also the Blur album only took a few months to make and it was basically all Graham. This year is probably the earliest we could have album 4

ER would have sounded great with an actual producer, TMW was literally thrown together in a month, Dr Dee didnt really work as a standalone album, Wonder.land seemed a bit rushed and wasnt totally under Damons control
This album seems to have nothing that could hinder it as it is just Damon in the studio, so here's hoping
