there are still more complex arguments to be made in music (structure, pacing, themes, texture, production etc) that one can make by just listening to the music without having an educational insight into how the piece is actually made.
Yes, I would agree a certain amount of study would at least give way to a more interesting response (for instance even if a person doesn't know any music theory it helps if they at least know of an artist's past influences so you can sort of trace back why the music was made and why it was made to sound the way it does) but I wouldn't argue it's critical that they be more formally knowledgeable.
At the end of the day, you're likely to get two sets of critiques: one based on education and one based on tastes (ie the structure is musically derivative vs "i like it because it appeals to me") and i'd say one could argue the latter properly without it devolving into "chill bro it's just music."
i do agree that both arguments you cite are barely arguments and don't lead to any sort of discussion whatsoever.
