Before anyone jerks their knees, this whole album was an elaborate pisstake which got taken way too seriously. The only song that's arguably from the heart is "Bitchy Women", written for the express purpose of pissing off the singer's radical feminist sister.

On the punks going jazz end, the Minutemen get there. Especially the drummer. Also Black Flag's later stuff when Ginn was in charge like Process of Weeding Out. And anything with Joe Baiza like Sacharine Trust.
On the jazz going punk end, you'd want No Wave and lot's of Zorn stuff. Sonny Sharrock's Seize the Rainbow and Zorn's Naked City for sure.

Yes but eventually you get past it and realize that they were totally full of shit but that doesn't mean the music isn't great and Rotten isn't a killer vocalist.
Pretty much all of the OG English punk bands are just pop bands anyway. The Damned, the Buzzcocks, etc. are great but it's all just jacked up pop played by edgy prep schoolers. They came out of the UK's cornball pub rock scene while US punk had better roots in NYC drugs and fucking and avant garde stuff.
