Jazz is different, it's easy to make albums of just spending hours upon hours of improvisation of classic standards, they don't even need to write songs.
This is a pretty impressive that Prince has tons of fully produced albums, over 50 unreleased music videos, films, documentaries. If he really didn't want it being released then he should have made a will or something saying no one gets the rights to them.

Prince destroyed more material than he vaulted. He was infamous for it.
Some of the stuff in the vault is there purely because it got saved by producers/studio staff who didn't want something amazing to get deleted just because Prince had a change of mind.
Now how much of that stuff comprises the vault material I can't say, but anything Prince put in there himself was intended for future release.
He planned albums like a Chess Grand Master plans moves.
