Frusciante was in a popular band, that would have probably been a one album wonder if it wasn't thanks to him. He elevated the rhcp to something else, and he got regular joes to listen to some incredible guitar work, that might not be at the same level of 'patrician' guitarists, but it's something else.
It's pretty much "the right place at the right time", and a bit of "no other guitarist would have done what he did for rhcp" which you can check out in their latest album. Klinghoffer is good, but his style in the early band days would have lead them to a whole different story.

It's hard to write music and lyrics separately, let alone together; it's a whole other challenge writing completely different lyrics for already composed music that make some sense and 1) have to do with the original song without retreading it or 2) have to do with the artist or band or 3) are a deliberate juxtaposition to 1 or 2. He's also done a lot of style parodies and songs that parody non-musical things, where it's new music and lyrics. If nothing else you have to respect his band-- I'd like to see you play a song in the style of another band so accurately that people are routinely in the dark about it being a different recording, let alone different performers, until new lyrics are put over it.

I generally say Either/Or is the best starting point since it keeps the production to a present minimum and really exemplifies his songwriting. Then just move through them from first to last.

Ranges from sparse acoustic singer/songwriter to indie rock with full backing bands and string arrangements and all sorts of crazy stuff to borderline noise rock but he consistently writes amazing songs (and lyrics especially) throughout.
Start with Either/Or and then if you want angrier/darker and more stripped down move backwards in his discography and if you want more indie rock and full arrangements then move forwards.
Good luck. If you don't like what you hear then try jumping around a little, I didn't like him at all at first but then I gave Either/Or a proper listen and within a month he was my favorite musician (and I've since come around to all the songs I used to really dislike too).

Either/Or is usually agreed to be the best starting point because his style was always changing but it's sort of a middle ground for his music, and it's got some of his best songs from both his solo and indie rock styles so it's pretty easy to pick a direction from there. Have you checked out Grand Mal? It's an unofficial compilation of like eight fucking discs of unreleased Elliott stuff, and while most of it is just alternate/early versions of songs some of his best work is on there too. Stickman and See You In Heaven always make me feel like tearing up. Plus it's got one disc that compiles all of his singles/B-sides which is nice to have in one place.

Do you know of any other albums (besides Elliott's) like Roman Candle or his s/t? As much as I love all his other stuff those two have always stuck out to me for how much raw emotion and anger he conveys, combined with his songwriting. Roman Candle in particular. The atmosphere and emotion of that song is something else, and the actual melody just makes it even better.

Nothing quite like that, no. Sufjan Stevens' song Kill sounds almost like a rewrite of Roman Candle, but the rest of that album is pretty wild. Kevin Devine's performance of Carnival at The 567 is pretty emotive. Fionn Regan's pretty good, too.
Sadly, aside from a song on some guy's soundcloud, I haven't heard anything I could REALLY relate to Elliott Smith. Everything about what he did was very much "him".
