Before we continue, I want to make something very clear.
Filler isn't "music I don't like", or "music I think is pointless".
Filler is specifically music used to pad albums to reach album length.
Illinois frequently gets criticism for its "filler".
Illinois is 73 minutes long. If you remove the "filler", you still have an album longer than most commercial albums.
Clearly Sufjan was not hurting for music to put in the album. He had an entire other album of outtakes. All of it was included with an intention, regardless of how you feel about it.
