You can do the same things you can with rock that you can with electronic music, thanks to technological improvements. Some artists just choose not to.
The electronic music you've been exposed too alone is what makes you think it's only just repetitive and lackadaisical (at least that's what one would assume). I suggest listening to Iglooghost, Arca, and Ash Koosha for starters if you're looking for something less mundane and repetitive, although Arca has a formula that might get on your nerves if you're the critical type.
Evian Christ is a fun piece of accessible but wonky electronic music as well as William Crooks (SoundCloud artist, but that isn't anything to discredit someone for) and EASTGHOST. I'd recommend Death Grips as well since you seem to like rock music and they hold rock pretty closely to them.

It's the limitation of the entire structure and idea behind it though. It's common to hear a melody motiff or theme being repeated throughout the song, accompanied by a steady beat which has ornaments along the way. It would be hard and weird to include more musically complex stuff, would just sound out of place.
