I blame the CRTC. The CRTC babies Canadian artists by mandating radio stations and in general all Canadian media formats to have a certain percentage of homegrown presence. So Canadian talent rarely has the incentive to make it big by being talented or taking chances because they have a comfortable life. They do something mediocre and they'll never have to work a day in their life in Canada
It also does not help to be neighbors to a entertainment superpower, whose influence as a fellow anglo country leads to them dominated our music scene.

practically every new genre in the 20th century that got popular was birthed in America, and refined in Britain. Canada has a weird middle position, of trying to differentiate itself from the U.S. while feeling closer in some ways to the U.K.
basically it feels like the pressure is less up here for some reason. CRTC pampering of all Can Con so it can behave in a lower-gravity environment doesn't totally explain why we don't have as many musical geniuses. maybe it's because almost everything that's taken off has been a fusion of black American styles and we're just further away from that influence.

It's hard to make a living even as an established radio act in Canada because the market is so much smaller. There's huge incentive to keep innovating because you've got a good platform in which to break in to the American market.

They're bound to underachieve compared to their next door neighbors. They still push out plenty of great artists. Canada has a very sparsely (and comparatively small) population with a colossal geography. Within the country the music has to travel a whole lotta distance to even reach not a whole lotta people. If you didn't grow up in a major city it's hard to break out, and even if you do come from a place like Calgary, Montreal, etc., the nearest major city from there is still like 400 miles away. There are a lot of factors that go into it but from a certain point of view I imagine it's a difficult country to initially gain a following in.

in Montreal especially, given the cultural divide, it was pretty hard to get noticed in a music industry that was primarily francophone. despite the fact that the city is in the top 3 in Canada, it's completely removed culturally from everywhere else.
if you lived in Philly or Baltimore, you could pass around a tape and eventually it would make its way to New York. in Montreal, because people often stay within Quebec, chances are your music is going to stay there.

Montreal was a bigger hub for everything up until the 1960's. it was the economic, technologic & cultural centre of canada, up until the Quebec government introduced bill 101, a bill that sought to preserve QC culture and promote french as the main language.
not wanting to switch their language of business, all the major players moved to toronto / vancouver
if the QC government hadn't made that switch, Montreal would honestly be NYC / Chicago tier
that's why Toronto is only coming up now - it's only really been the focus of Canada for the past 40 years
