It sounds like hes trying to understand what would possess someone to do something like that. Wind is everything, like air, it is everywhere. That prevalence is bound to cause some chaos after interpretation. Boom goes expression.

The album was created in the midst of the Iranian revolution and the Soviet occupation of Afghanistan, so I guess Byrne wanted to explore what drove middle eastern terrorists to do what they do, try to get in their heads. It's not promoting/condoning/humanizing terrorists as it is simply trying to understand it. He wrote a song from the perspective of a psycho killer, are you going to accuse him of promoting homicide?
