Is there harsh noise music out there that's significantly emotional? Just about all good noise music like pic related sounds really cool and heavy but doesn't really generate any emotions in me.
This one scares me, I don't know about anyone else.

By nature of the genre, I don't think it's possible for harsh noise to convey emotion. Feelings, yes (mostly aggressive/energetic/unpleasant feelings), but not emotions. There are certain tones and arrangements that your mind can map to emotional space, but random, asymmetrical oscillations don't really qualify.
