Kraftwerk has been around since 1970 and released their first album in that year. Devo didn't release their first album until 1978. I think Devo ripped off Kraftwerk.

Kraftwerk didn't start being a robotic band until Autobahn which was released at the END of 1974
Mechanical Man was created in April 1974. Also, Devo formed in 1973, and the Residents released their first album in 1974. It is unlikely they heard of either bands at the time.
And I wasn't accusing Kraftwerk of purposely ripping them off.
