Not sure what you mean? Lots of people don't find it offputting at all. Are you referring to music that is extreme but not gloomy or angry? (e.g. Lightning Bolt, Melt Banana)

Not the same person, but I think they meant Mark Hollis, the dude from Talk Talk. The other part, I think they mean like extremely mellow, as opposed to extremely aggressive. Like ambient or lowercase, etc.
