I think the cover compliments the atmosphere of the project well. TPAB was cluttered, so it had a busy cover. This felt lonely and dark, so it was given an empty, desolate cover.

The tracks are untitled, the cover is nearly as neutral/"inexistant" as you can get, just shows that it's not a "proper", major album in his discography like Good Kid m.A.A.d City and To Pimp a Butterfly were.

Also you can't fault an album for having an unexciting cover art. Cover art isn't necessary.
