You seem to be new to the ways of Heathcliff so I'll explain. In a typical comic strip, the humor would be derived from the fact that Heathcliff is attempting to fix something with a magic wand and the repairman would be played straight, reacting with disbelief. But Gallagher doesn't go for low-hanging fruit. He adds another layer to the comedy by changing the worker's response to one that is mundane. Heathcliff is, in fact, using the correct repair procedure in this universe. He is simply using the wrong type of wand (equating wand types to wrench sizes).
Study under the Heathcliff Humor school for a while and mid-tier like these will become apparent to you. High-tier ones would still be out of your reach however.

Rightfully so. It's a high-tier strip and requires careful examination.
First, we must acknowledge what a "normal" comic strip would do with this joke: the inner tubes of the characters would be switched around. It would provide for a funny sight gag - birds use our visages for their pool devices just as we do with them. But Gallagher wouldn't settle for such a base comparison.
Notice how these inner tubes wear the same expression as their owners. They, in fact, symbolize the extension of the ego. Their manufactured nature beg the question - how much are constricted by our own personalities? Do our traits influence us or is it the other way around?
Naturally, Heathcliff has the answer. He and his tube are the only ones donning a nonchalant gaze. He doesn't invest time worrying over such pursuits, but is content to simply be. This is evidenced by the trail of water he leaves coming from the pool - which naturally is a metaphor for childhood innocence and fulfillment (note the bright pink colors of the pool as well as the house in the foreground).
The birds are "on the fence" between this path and that of selfishness and vice (hence the darker colors of the house in the background). They note that Heathcliff has "moved on" from this critical stage of development and openly remark that the "pool" is now free. Will they choose to inhabit it, and will they take what he has from the experience? It's an open-ended question that ultimately is meant to make the reader reflect on their own choices in life.
