Not really. If we want to be really specific here African American people have done more for popular music than any other group of people on the planet. A good case could be made for Jazz being the greatest high-water mark of artistry that a form of popular music has ever collectively realised.

Not only is the US so strong in this arena as a creative whole but the black citizens alone destroy the UK. We don't even need to add the white contribution into the fray: that is how badly the US outpaces the UK here.

As someone from neither country I'd say that although the USA is responsible for the creation of most popular genres (even though genres developed through both countries) the UK has had a larger impact on music and culture from a direct point of view internationally. France wins now though.
