Very atmospheric, engulfing, slightly dark, slightly funny, narrative and/or thematic?
Is there an album like this at all? I've never heard something similar to Eskimo, even in The Resident's own discog.

Yeah I think that's a good choice, but it is lacking the very atmospheric feel, IMO.

I'm going to assume you're already familiar with Animal Collective. I recommend John Hassel, particularly his City: Works of Fiction project. It hasn't got an easily defined narrative but it is just as atmospheric with a similar worldly vibe to the instrumentals.

Have you listened to Eskimo? Well, it is slightly like ambient, but there's more of a protagonic role to the sounds and effects. Take for instance Arctic Hysteria; yes, there is ambient there, but there music is not semi-static, shy nor blunt, unlike ambient.

Some of John Zorn's more conceptual albums, like the Bribe, Spillane, or New Traditions
the prog rock bands Idiot Flesh or Sleepy Time Gorilla Museum or the Tin Hat Trio, perhaps
Eyvind Kang has some very elaborate orchestrated albums which are very conceptual and seem to feature narratives, although they're usually more pastoral than dark, I'd start with the Virginal Co-Ordinates
also try some classical minimalism, like Reich's Drumming or John Luther Adams' the Place We Began
