A large part of jazz is improvisation. The music playing is largely improvised, the lyrics (what the rappers have to worry about) are pretty fixed and stay fixed minus editing lines for tv friendly performances. That's rap. Rap came out of the jazz tradition, but it is not jazz. It's literally rhythm and poetry.
