There is no best. There is only "best" in a certain style.
For example, Sufjan and Elliott may often be cited as being great lyricists at conveying pain and emotion, but they lack the refinement and eloquence of someone like a Leonard Cohen, (early) Bob Dylan, etc. Those artists in turn, often lack the simplicity that allows a deeper message to be conveyable and relatable to people from all walks of life. Lennon and McCartney because great at that around the Rubber Soul-era of the Beatles.
Other artists/lyricists I really dig are: Richard Thompson, Robbie Robertson, Bruce Cockburn, Peter Hayes, Tom Waits, Nick Drake, Brian Wilson, Ian Curtis, Bill Mallonee, Johnny Cash, Neil Young, Jesse Lacey, Killer Mike of RTJ, Lori Mckenna, Joshua Homme, Stephen Sondheim, Bjork, Mark Heard, Michael Been, MF Doom, Chino Moreno.
