Music is made for the masses, the only reason music isn't currently cantical tunes and church hymns is because wealthy patrons, and later the masses, most if which don't make their own music, made a demand for it. Music is made for other people to hear it, so anyone with ears is qualified to be patrician. After than it comes down to taste. Writing music certainly helps one become patrician.
