St Vincent is post modernism. We're post John Cage, and post post dadaism.

Experimentation at this point needs to be unpleasant. It needs to contest a norm and be a difficult listen.

Just paying a homage to dissonance won't really make a song experimental.

Surgeon is pop that's also meticulously worked on by a talented musician. That's it. It's not going any further on the big spectrum of things.
