That's not twelve-tone though, it's chromatic, at times microtonal, but definitely tonal. I think the entire concept of atonality might be so at odds with the end goal of pop music that it's actually impossible.

Maybe. Harmony-wise it would probably be impossible, but if you used the same structure (verse/chorus/verse) with poppy lyrics and instrumentation and it might resemble pop. The result would certainly be interesting.

The Western musical tradition is based on 12 tones. All conventional western music uses these 12 tones. How the fuck am I supposed to know what you meant

People usually don't called normal pop music "12 tone music" although I see your point. And to answer OP's question, Frank Zappa most likely used a 12 tone matrix to come up with some of his passages but I can't think of any examples. I wouldn't be surprised if other pop artists used it at one point in time, but it does seem very counterintuitive to the method of creating pop music.
