Charts are oriented towards explaining what the album's main shtick is about, not the opinions on the albums.Some artists implement completely different sound from album to album and it would suck if you just discarded the artist if you accidentally took a chance with their worst album.

Tough one. Techno is very broad, there are tons of great releases, and as with all EDM there are two completely different approaches to it: either getting albums and EPs as with any other genre (but you're mostly getting "techno for home listening" that way, a lot of it is great but it's not what the genre was created for), or digging for single tracks and mixes, recommending labels and artists instead of releases (what /bleep/ is about).
That said, here's one I found. It only covers one subgenre of techno, but arguably the most important one so it's a good start.

Get some Monolake, Basic Channel, Porter Ricks, Sandwell District too. If you like it minimal but with a glitch side, Death of a Typographer by Byetone is cool; if you like it darker and almost ambient, Senking's first release is really good.
