Frankly, I have no idea. I have wondered about that too. I think that it is still Ian but the character of the songs required him to sing in a different way. you can hear it is him on songs like They Walked In Line

He sang in a baritone voice for the Joy Division albums to make the music more dramatic. Listen to the old Warsaw stuff, doesn't really sound like him.
