No, at least until 1984 was fantastic and the late 80's had some of the best stuff of the decade too, admittedly there were a couple weaker years in the middle but even those years had some fucking amazing albums

Pretty great decade for noise rock, post-punk, post-hardcore, new wave, industrial etc
Later 80s were great for hip-hop, and especially dance music. Acid House and Detroit Techno were really growing fast. Also Madchester.
