You're gonna have a hard time finding stuff unless you learn how to google in japanese, and a lot of this music is heavily taken down from streaming sites.
This is some of the older stuff I know, but the 90s is also full of great stuff like Two-Mix.
I also recommend getting into J-core and other Japanese electronic music. It's much easier to find and discuss with english speakers, and it heavily samples classic J-Pop from the 70s and 80s, particularly in the early works of artists like DJ Sharpnel and M1dy.

It isn't pop, but if you look up Susumu Hirasawa, he has a bunch of old beep boop music from way back in the day with his band, P-Model.
He made fans in the west by working on music for some anime, primarily Berserk and anything Satoshi Kon related. Anyway, he never abandoned the electronic side of his music. Here's an older performance, but make sure to look up for his solo stuff if you're interested at all.
