The only somewhat mainstream indie bands I can think of that play shoegaze are Silversun Pickups and The War on Drugs, and they're not even close to top 40 bands.

Find me a "normie" (I cringe at the term) who likes pic related. Anyway, their sound got less noisy and more accessible as time went on- for the best I might add. For example, I wouldn't consider much of their later period stuff to be 'noise rock' but rather just 'rock' or 'alt rock' if you insist on including a descriptor.
