Sgt Pepper's "breakthroughs" were poorly used mostly for carnival and other goofy effects. There was no serious music, it was all a big fat joke. "If I Fell" is better than "Mr. Kite" every day of the week because it showcases a talented songwriter rather than a clown with no jest.

but on that same album are A Day In The Life, Getting Better, and a few other songs that marry the techniques with great songwriting
not to mention their other albums afterwards

rather mediocre song, the only notable thing is the orchestral crescendo which is notable because it's seen as an album long climax, but otherwise is not noteworthy

It's boring.
The melodies are rather conventional and not very active in rhythm or dissonances.
The studio effects are gimmicky rather than servicing the music.
Compare this to their earlier work which prioritized good melodies and songcraft over "le first to do gimmick #5"
