Singles tend to come out before albums so for that yes.
After the album comes out the only point is if it has a b-side or maybe if the single was a demo version.
B-sides tend to only be available on the single it's on.

Electronic musicians tend to only release tracks on singles only and rarely have a full length.
Most hip-hop and anything that falls under rock and metal have singles but usually have an album track with a remix and a live track or two. The best ones are with b-sides and none album singles.
