I love both of them. But:
Mezzanine has more high points, while Dummy is more consistent throughout.
Mezzanine has a stronger opener.
Dummy has a stronger closer (if Mezzanine ended with Group Four it would be debatable, but the reprise version of Exchange tacked on at the end instead makes it rather awkward).
When it comes to vocal performances, Beth Gibbons does a more consistent job than the likes of 3D, Daddy G, Horace Andy (he's really good on Angel but the cover of Man Next Door is just grating to me), and Sarah Jay. Only Elizabeth Fraser can go toe-to-toe with her on Mezzanine and she's only on 3 tracks.
Production-wise, Mezzanine is a bit better.
It's a toss-up for me. Maybe a while ago I would've said Mezzanine for sure, but Dummy grew on me.

I found Blue Lines to be a bit bare bones even with Tricky on it. Protection is a hidden gem though since most people overlook it in favor of Blue Lines or Mezzanine

The live version of Roads on there is amazing. It's worth like four of anyone else's songs. It's a force of nature and maybe their single best recorded song. But something about the mixing of the whole show on the record itself bugs me, don't know what it is. I just said equal cause I think Protection is underrated too, so I like the remixes.
