TL;DR Crackpot theory that humans were reverting back to apes and the kent state massacre influenced Mark Mothersbaugh to form Devo as a response to these sort of atrocities. It was an artistic reaction against the failings of modernism in its promise of moving toward a better life through the assurance in fact, science and reality. In a way it could be seen as one of the earliest post-modern mainstream bands.

And Mark Mothersbaugh doesn't really even care much about Devo anymore. Their last album practically didn't ever get released.
